How Much Are You Willing To Pay For Security?

The issue of neighborhood security has come up at the last two HOA meetings, and the HOA board is planning to take a survey of how much homeowner’s are willing to pay for increased security. The survey will be reaching all homeowners via mail, but below is a sneak peek at what it includes:

Security Survey – High Point HOA Members

Dear Fellow Homeowners: We are writing to you to ask for your input into the question of whether you think additional security is needed at High Point and how you feel about contributing to the cost of providing security. At the last 2 HOA meetings the topic of security has been raised as a concern. The board decided that input from homeowners would be useful for the board to have in order to make a decision about whether to add security at a cost to the HOA. It will be the board’s decision.

Here are some relevant facts for you to consider:

  • Currently, the HP HOA does not pay for the private security firm that patrols our neighborhood in the evenings. The cost, approximately $90,000 per year, is covered by the partnership that operates the rental housing. The per hour cost is $22, $11 of which is paid to the security employee.
  • If we add security funded, at least in part, by the HOA, the cost would likely result in raising the monthly assessments anywhere from $8.00 per household to $20.00 or more, depending on the type and extent of the coverage. 
  • Additional coverage might involve hiring Seattle Police Dept. (“SPD”) officers for 4 or 5 hour shifts 2 to 4 times per week or it might involve increasing private security by adding an additional person or more shifts to patrol High Point. SPD officers are more expensive per hour (approx $60/hour) than private security ($22/hour), allowing for more coverage by private security for less money. On the other hand, SPD officers are better trained and would likely strengthen our connection with the SW Precinct.
  • If the HOA board decides to add to our current coverage (paid for by the rental housing partnership) by hiring an SPD officer for two 4-5 hour shifts per week, it would cost approximately $8 - $10 per household. Obviously, the same funds could purchase more hours of private security.

Please let us know your thoughts on the following:

Home Owner’s Association Meeting

Re: Open Board Member Position

Due to a resignation from the Board there is a vacancy which the Board of Directors is seeking to be filled by an owner of the Association. The term of this position is until the next Annual Meeting of the Homeowners Association in April of 2009.

The Board of Directors is looking for one individual willing to actively participate in the management of the Association as follows:

Candidates must be:

  • High Point homeowners
  • 18 years of age or older

Desired qualifications might include:

  • Experience with some sort of group organization. (HOA, PTA, etc.)
  • A genuine commitment to making High Point a success as a diverse, safe and vibrant community.
  • A desire and capacity to learn the bylaws and governing documents that apply to the High Point Community.
  • The ability to advocate effectively for homeowner’s interest with the Seattle Housing Authority (SHA), High Point Open Space and Neighborhood Associations while not losing site of the High Point community as a whole.
  • An innovative and creative homeowner possessing sensitivity to, and tolerance of, differing views, community building skills and integrity.

The HOA Board of Directors meets once a month, on the fourth (4th) Thursday, with meetings lasting about 1.5 hours. This meeting is held at 7 p.m. within the community. Additionally, there is currently one “Working Meeting” each month on the third (3rd) Monday of each month. This is typically held at the HP Management Office at 9 am and lasts about 1.5 hours.

Each Board member can be expected to be assigned to a committee which will conduct business through email or meetings adding an additional one to two hours per month. Board members will adopt the annual HOA budget as well as any changes to the monthly assessments charged to homeowners. In addition, the Board will review monthly financial reports and may be called on to resolve disputes/complaints that can not be addressed at lower levels. Board members will need to develop a method of keeping in touch with community members. A Web page devoted to the HOA is one possible tool. In addition, an e-mail list serve will likely be developed. Other duties may be required.

The HOA Board membership will be a moderate time commitment. Expect to devote 10 to 12 hours per month to HOA business.

Once the application deadline has been reached, the Board of Directors will meet with individual applicants to assess their qualifications.

Individuals wishing place their name for consideration are encouraged to submit in writing information regarding their qualifications to Jeanette Fournier’ at jeanette@cdcmanagement.com. If you would prefer to simply submit your resume with a statement of interest for now, that would also be acceptable. Please provide this information by July 18, 2008.

The High Point Open Space Association & Homeowners Association invite you and your family to the 2008 Annual Meeting! This year’s meeting will be held at the High Point Elementary School. The following is the agenda for this year’s meeting:

  • Meet & Greet with fellow members of the High Point Community
  • Review the financial picture for both associations
  • Hear about growth within the Neighborhood Association
  • Hear about exciting developments in the family services offered at Neighborhood House

We hope you will make plans to attend this important meeting for all High Point homeowners. In order to conduct this meeting, we need 20% attendance from each Association (or completed proxy forms sent to homeowners in the mail).

Translation Services will be provided for the meeting UPON REQUEST. Please call Francee Rickels at 435-897-3400 if you require translation.

An informal Dessert Potluck will be available for those arriving early. Please bring your favorite dessert to share with your neighbors. Plates, cups, drinks and utensils will be provided.
